I plan on putting a 505 into my 69 chevelle. The motor will produce 650 HP and 680ftlbs of torque. I'm running a TKO 600 trans with 4.10 gear and 255/45r17 tires. My ? is will it be possible to get this car to hook up with out modifying the frame for wider tires? Also I plan on driving this car on the street and don't want to do anything radical to the car that will hurt its drivability. I don't mind doing minor modifications at the track to set it up for the strip.

NO!, but it will do awesome burnouts!
You will need a set of wheels/tires for the track to be able to get any kind of decent 60'. You should be able to fit a 275 drag radial with no problems, I run a 295/65/15 drag radial with a 10" wide wheel and 5.5" backspace. I had to cut the inner wheel lip back to the spotwelds.
With a stick you will also have to dial in your launch technique. I think you will have your hands full!!!!!!

I would brace your frame. It seems that kind of power could twist it like a pretzel if it hooks.

Unfortunately I think if you plan on setting the car up to handle, the springs will be too stiff to allow a decent weight transfer. If anything I would buy a dedicated set of true slicks to change at the track to give it the best shot at hooking.

Which springs are the most important? I would think the rear but I'm not sure?

I agree with bracketchev1221.
You may want to look at some adjustable shocks as well.
Are you going to use an anti-roll or anti-hop?

I plan on using adjustable shocks. I'm not sure what you mean by anti hope bars? As of right now I have not chosen my rear sway bar set up yet.

Anti hop.... Edelbeock Anti-Hop Bars are designed to reduce wheel-hop for missle like launches on 1964-72 Chevelles, Cutlesses, Skylarks and Tempests. By decreasing the amount of rear-end pinion angle deflection and changing the rear-end upper control arm mounting points, these bars offer better chassis reaction and will allow the use of a larger tire or slick to take advantage of the increased traction.
